Windows 10 is refusing to let me run 4K HDR at 60hz

I am having the hardest time getting 60hz to display. My video card, receiver and display are all HDMI 2.0 and HDCP 2.2 capable (Nvidia 2080ti, Sony 285ES projector and ZA3100ES receiver), and using a brand new fiber optic high speed HDMI cable. All HDMI signals are set to "Enhanced Format". I even tried bypassing the receiver and plugging the projector directly into the computer.

When setting 4K resolution and enabling HDR in Windows 10, it locks me at 30hz. Every time I try to enable 60hz it kicks me back to 30hz, and this is with chroma subsampling below 4:4:4. What do you guys think is going on? Thank you.

edit: I found a workaround by downloading CRU, and creating a custom 4:2:0 4K resolution.

4:2:2 should work too, and look a tad sharper, especially for general windows use. You can always force 4:2:2 via the Nvidia control panel if you switch to YUV mode, click Apply, then switch to 10-bit or 12-bit. Then HDR10 should be possible.
